Abstract
Funding is one of the problems facing small enterprises, especially developing countries. The reason for this is the weakness of the banking and financial sector and the services it provides to these projects, and among these reasons is the high interest rates, the failure to benefit from credit facilities and the complicated conditions for obtaining loans because the owners of small enterprises do not have adequate guarantees. Required by banks in return for the loan and the high level of risk of these projects and their inability to offer shares in the financial market as a result of the conditions for entering the stock exchange, which are only available in large projects In addition to the absence of banking awareness among some manufacturers and merchants, which makes them more reluctant to deal with banks due to their lack of knowledge of the laws and regulations of banks, which forces them to resort to other parties to borrow, including middlemen and moneylenders, at high interest rates, and this leads to an increase in the burden of financing.
As a result, the need to develop new financing options and alternatives for the owners of these projects has become necessary and important to enable them to overcome the obstacles that hinder the work, growth and development of these projects, as well as work on the revitalization, development and development of this important sector to contribute to the task of reviving the national economy, and small projects are important strategies It is followed in most countries of the world and has achieved significant success in these countries Therefore, we worked through this research to define the concept and importance of these projects in addition to the standards adopted in defining their concept, as well as the problems and obstacles that impede the growth, development and development of these projects as well as their developmental role in reviving the Iraqi economy, and referring to the mechanisms used to support and develop these projects in order to activate their role In solving many of the problems that the Iraqi economy suffers from, the most important of these problems are unemployment, poverty and slowing economic growth.
