The impact of the policy of rationalizing public spending on budget control – experiences of selected countries with special reference to Iraq for the period (2004-2021)

Financial control in the budget is represented in achieving a balance between public revenues and public expenditures. However, the expansion of the role of the state and the multiplicity of its functions, i.e. the occurrence of an increase in public spending must be accompanied by a program whose role is to preserve funds from waste and waste. These reform programs are the policy of rationalizing public spending, which is an important requirement in the absence of local and global economic crises, and the demand becomes more important in the event of their emergence, and its acquisition of this importance came from its ability to get rid of the shortcomings and scarcity in financing resources by working to raise the efficiency and effectiveness of employment Public spending while adhering to achieving the desired goals, and then the ability to control the budget.
The current research stems from the hypothesis that activating the policy of rationalizing public spending leads to controlling public spending and reducing waste, which contributes to controlling the budget in the sample countries, which leads to the possibility of benefiting from the experiences of the sample countries in applying the policy of rationalizing public spending in controlling the general budget in the Iraqi economy .
The research focused on showing the impact of the policy of rationalizing public spending in controlling the budget for the period (2004-2021) from a comprehensive theoretical point of view, as well as from the analytical and analogical aspects of the experiences of selected countries (Norway and the United Arab Emirates) that went through the experience of rationalizing public spending and succeeded in controlling the budget to find out the most important Its procedures used and benefit from it in how to apply the policy of rationalizing public spending in Iraq, and the type of short and long-term relationships of the dependent and independent variables was used in the model of autoregressive time-distributed delay (ARDL) in particular because of its compatibility with what the variables achieved in terms of stability at the level and the first difference and this combination of stability (ARDL) works with him.
The research concluded that the actual application of the policy of rationalizing public spending requires a set of measures that stand in the way of obstacles to rationalizing public spending, the most important of which is the reduction of the phenomenon of financial and administrative corruption, the shift from balancing items to modern budgets such as balancing programs and performance and balancing planning, diversifying sources of public revenues by investing oil revenues by establishing Projects that have a role in revitalizing other sectors, as well as seeking the efficiency of the tax system.
