Abstract
Nowadays telecommunication of information technology (IT) is linked directly to society development in Arabic countries. It’s creating new styles of production and learning systems that are the driving wheels for innovation. The question that arises is weather the Telecom IT developing countries are going through the traditional process of development, following the information technology and knowledge gained from their use.
