Abstract:This research aimed to highlight the importance of the empowerment strategy in enhancing administrative creativity, and to analyze its impact on operations and performance at the university. The concepts related to empowerment and administrative innovation were discussed , and the evidence and some previous studies that support the relationship between them were reviewed.

The study was based on the main hypothesis that there is no significant relationship between empowerment strategy and administrative creativity.

The research used simple regression to analyze the empowerment strategy in achieving administrative innovation.

The study sample consisted of (107) heads of a scientific department, director of an administrative department, and a division official in the presidency of the University of Karbala and its colleges.

The research reached a set of conclusions, including that the empowerment strategy contributes to improving processes and practices at the university. By involving employees in analyzing current processes and making suggestions for improvement, effective improvements in the efficiency and quality of work can be achieved.
