Abstract

Private universities are important institutions, which have emerged their importance recently with the development of countries, as well as a face of investment in education, this is confirmed by many studies and research conducted recently, economists have encouraged governments to invest in human capital, as human capital is developed through investment in education as well as the role played by private university education in improving labor productivity and then increasing national income, education in general University education in particular is one of the most influential tools in achieving Achieving comprehensive economic development, hence the role played by private universities in the development of human capital.The research proceeds from the premise that private universities have an important role in the development of human capital in Iraq and the important role in achieving comprehensive economic development, and the aim of the research to a set of goals is to follow up the role of private universities in the development of human capital as well as the study of the experience of Iraq as a model for the role of private universities in the development of human capital indicators, the researcher relied on the use of the inductive approach through Extrapolating the reality of private universities and the reality of human capital, as well as the analytical method was used to analyze the reality of private universities and the reality of human capital in Iraq, as well as the use of standard analysis represented by the self-regression model of distributed slowdowns ARDL.

A number of conclusions were reached, including, the role of private universities in the development of human capital in Iraq is still weak and below the level required of it to achieve comprehensive economic development, and the importance of private universities in Iraq has emerged in expanding the scientific base of society by providing the opportunity for the largest number of members of society to complete their university studies as well as alleviating pressure on public universities by transferring a large part of students wishing to complete their university studies to private universities. , there is a close relationship between the two variables of the study, namely Private universities and human capital, as one affects the other at a certain level, and this is what has been known through theoretical and applied research, as private universities suffer from legal obstacles, administrative bureaucracy and weak scientific sobriety, which reflected negatively on their performance and thus reduced their role in making a positive impact on the economic and scientific movement in Iraq, and this is what the prospective study proved. Also, despite the occurrence of large increases in GDP in some years now, spending on the education sector and the health sector was weak and not commensurate with their importance, which indicates the weak interest of successive governments on Iraq in the development and development of human capital, and this is proven by research on the applied side.
