Abstract

Housing finance policies constitute a central element in achieving sustainable development across its economic, social, environmental, and technological dimensions, due to their crucial role in enhancing homeownership opportunities and improving quality of life. This study aims to analyze the current state of housing finance policies in Iraq by: identifying factors affecting the sustainability of housing finance; establishing a theoretical framework for housing finance policies; and promoting partnerships between the public and private sectors. Furthermore, it seeks to link housing finance to sustainable development indicators, with particular emphasis on the developmental challenges facing the Iraqi economy.

The study addresses the problem of the limited actual impact of housing finance policies on enhancing sustainable development indicators, despite the multiple initiatives and funding policies implemented by the Iraqi government. The researcher adopted the hypothesis that housing finance policies in Iraq can contribute to achieving sustainable development goals if they are effectively designed and implemented, taking into account social, economic, and environmental dimensions.

The study employed a descriptive-analytical deductive approach to analyze relevant data and indicators. The findings indicate that the relationship between activating housing finance policies and achieving sustainable development in Iraq is weak and non-positive, primarily due to the lack of integration between housing policies and the broader development strategy, as well as inadequate targeting and unsustainable financing mechanisms.
