A. Transfer of first-year students from private colleges to public colleges (morning study):

  1. A first-year student (morning study) who passed in the first attempt only, with a grade of no less than Very Good (Jayyid Jiddan), may transfer to the equivalent department in public universities/colleges during the first academic year, to the equivalent departments in public universities.
  2. The first-year student (morning study) who passed in the first attempt only, with a grade of no less than Very Good (Jayyid Jiddan), may also transfer during the second academic year with distinction as stated in paragraph (1), provided that their GPA is no less than Very Good (Jayyid Jiddan) as well, and within the first quarter of the first semester.
  3. The student is subject to scientific evaluation procedures.
  4. Student transfers shall be processed exclusively through the Ministry/Department of Studies, Planning, and Follow-up, after providing an official letter from his/her private college, containing the details mentioned in this circular (announcing the student’s initial admission to the department and college). The receiving university/college may not approve the transfer directly. Responsibility lies with the private college and the student. Any violation will hold the violating parties legally accountable.
  5. Public universities/colleges must provide the transferring student with the above-mentioned official letters in full. Any violation will hold the violating parties legally accountable. We have monitored that some student files are being sent without the required data according to form (6–c), and will not be considered unless submitted by 15/9.
  6. Students from private colleges may not be transferred to public colleges (morning study) except for children of martyrs or students nominated by government institutions, including employees covered by the “Channel of Distinguished Students and Ministry Employees” at a rate of 20% of the top graduates of institutes.
