Abstract
This research aims to evaluate the role of human capital with its dimensions (skills, experiences, knowledge, training, capabilities) and their reflection on strengthening of security crisis management (detection of warning signs, preparation and prevention, containment of damages, restoration activity of learning) in a sample of staff in the Ministry of Interior Ministry’s Agency for Administrative and Finance Affairs
(general managers, directorates managers, department’s managers). The sample size reached (160) and the overall community of the research reached (230) distributed in (6) public directorates, (36) sub-directorates, and (188) departments. In the light of the research objectives, the
descriptive analytical approach was used, and The questionnaire was the main tool. It is used to called data as well as from some personal interviews, and using a number of statistical methods such as (Frequency Distribution Boxplot ), (Natural Distribution Kurtosis & Skewness) and (Structural Validity Analysis and Correlation Coefficient (Pearson) to
measure the type and degree of relationship between research variables and structural stability analysis for measurement performance, standard deviation, intensity of response and simple and multi impact analysis (structural equation modeling SEM), to determine the differences in the sample responses about research variables. The research has reached a set
of results. the most important of which is the existence of a direct correlation relationship and a positive impact of the role of human capital in the security crises management in the (Ministry of Interior / Ministry’s Agency of Administrative and Financial Affairs). The research came out with a major conclusion that the dimensions of human capital represented
in (knowledge and Training and capabilities) have achieved paths that have direct and moral impact in the managing of security crises while the dimentions of (skill and experiences) did not achieve the same impact in the direct and moral relationship for security crises managing, ‘;and that requires attention to the human capital working in the administrative
agency formations, and focusing on all working for motions for the purpose of improving their recruitment strategies and selecting employees. that would enhance the role of human capital in security crisis management of, given that the Ministry of the Interior of the specialized sectors concerned with providing security and stability, as well as providing services to its beneficiaries, including citizens and state institutions.
