Abstract Facing the banking sector challenges and great difficulties due to various reasons, some dating back to the environmental conditions of internal and external, which may lead to crises differ in their causes and levels and the severity of impact, according to the prevailing circumstances which led to the pursuit of many banks to improve their performance and application methods modern detection strengths and weaknesses, and hence the U.S. banking system evaluation (CAMELS) presents an analysis of the strengths and weaknesses of the leading banking institutions to support the control system and the banking inspection. And is the application of the evaluation system banking (CAMELS) in a set of indicators by which performance analysis the Bank’s financial and knowledge degree Ranked and agreed rankings evaluation system banking so determined for each component rated digital (1 to 5) Classification (1) the best and Classification (5) low and will determine the final classification of the bank based on the ratings of each component of the ingredients. This study sought to achieve a set of goals including: 1 – provide a conceptual overview of the U.S. banking system evaluation (CAMELS) and the credit policy of the banks. 2 – demonstrate the need for the study sample banks (Iraqi and Jordanian) to apply the style the U.S. banking system evaluation (CAMELS) for the control of credit policy. And for the application of this study in the field and test homework and as a comparative study has been choosers Iraqi banks (Bank of the North, Middle East Bank, Bank of Baghdad, Housing Bank, Union Bank) and Jordanian banks (Bank of Jordan, Jordan Kuwait Bank, Arab Bank, Union Bank, Housing Bank), and had reached a search range of the most important conclusions that Jordanian banks, mostly classified classification (1) according to the classification of the U.S. banking system evaluation (CAMELS) during the study period (2005-2010) to reverse the Iraqi banks sample mostly class classification (2) and this is evidence that the banks Jordanian characterized durable in all respects and has no any weaknesses, and if there is weakness, they usually are minor and can be handled by the Board of Directors and senior management of the bank, The study also showed the need to adopt Iraqi banks and Aladrnah study sample application Altakiiem system the U.S. banking (CAMELS).
