Analysis of industrial localization policies in selected countries with reference to Iraq

Abstract

     Industry is one of the sectors that contributes significantly to providing job opportunities and achieving economic growth. From this standpoint, countries seek to develop their local industries and increase their industrial competitiveness, by relying on industrial localization policies.

     Industrial localization policies are considered one of the economic tools that countries use to achieve their economic and social goals, as they aim to increase productivity, improve the quality of products, provide job opportunities, encourage investment in local industries, and reduce countries’ dependence on imports.

The research seeks to answer the following question: Do industrial localization policies have an impact on industrial competitiveness in selected countries? And the extent of its use in Iraq.

The research aims to provide a comprehensive analysis of industrial localization policies and their impact on local industries and the competitiveness of countries. It also examines the experiences of different countries in this field, and analyzes the factors that led to their success or failure.

      The research concluded that achieving competitiveness in a position in global markets comes from the state’s interest in its industrial exports through industrial programs and policies, as in the experiences of countries: Saudi Arabia, which followed (the Industrial Development Fund, the Kafalah program to finance small and medium enterprises, incentive rents for industrial lands, providing… Services at reduced prices in industrial cities, customs exemptions) can be benefited from in Iraq, countries with the possibility of following programs similar to theirs. As for Malaysia, which developed its industry from labor-intensive industries to capital-intensive industries, it followed a set of industrial policies that increased its competitiveness, including (encouraging the entry Foreign investors, providing development incentives and facilities, spending on industrial development, etc., and this will benefit from solving the problems facing the establishment of industrial settlements in Iraq.

     The research recommends providing government support, and governments in the selected countries, including Iraq, should provide strong and appropriate support for industrial localization policies. This is done by allocating the necessary financial and technical resources, providing a strong industrial infrastructure, and encouraging the development of local industrial skills. The research in this study includes several paragraphs and stages. In the introduction, the concept of industrial localization policies and their importance is introduced, and the experiences that different countries have gone through in This is followed by an analysis of the reality of industry in Iraq and the impact of industrial localization policies on it. In conclusion, a set of recommendations and guidelines were presented to Iraq and other countries seeking to enhance their industrial competitiveness and develop their local industries.
