The variables of the current study has faces one of the most important contemporary knowledge transformations in the modern administrative thought to form an intellectual framework through forming business entrepreneurial strategy for developing an intelligent organizations’ model to build human resource abilities as it is the most important resource for achieving organization’s competitiveness and its sustainability in the third millennium. The dimensions of entrepreneurial strategy where expressed by the terms (adopting risks, ready for anticipation aggressiveness of competition and tending towards creativity) (Aktan & Bulut, 2008). While the human resource abilities were represented by its dimensions (knowledge level, skill level, dimensions level and experience level) (Chapagain, 2004). Finally, the dimensions of intelligent organizations were indicated by ( adaptation, sustainability, forming and perceiving the environment and skill). (Schwaninger, 2001).
The study is based on a problem which is expressed by a number of applied and intellectual inquiries, the most prominent of which is “what is the nature of the relation between business entrepreneurial strategy and building human resources ability in mobile communication companies in Iraq? Does the managers realize the importance of building the abilities of the human resources according to its priorities? What is its effect role in developing a model for the intelligent organizations? Through answering those questions I aim to reveal the intellectual indications of those variables as it is one of the modern subjects in the Iraqi environment. Then, the correlations and effects were tested as well as the possibility of achieving them in the applied environment which the study sample was taken from it represented by (Zain- Asia cell-Korek). The study sample study sample comprised 308 individual distributed on the managing levels of the studied companies. The importance of the study lies that it will come up with an intellectual and cognitive originating of the study variables’ nature based on the applied effort on forming the entrepreneurial strategy for businesses in a purpose of developing a model for intelligent organizations to building the abilities of the human resources. To achieve that, number of hypotheses were written, some of which are primary and others are secondary related to the correlations and effect among the study variables. They were tested by several statistical tools using the questionnaire as a tool for gathering data and information from the study sample.
Finally, the study came up with several intellectual, theoretical and applied conclusions for the entrepreneurial strategy, the most prominent of which is the complementary of forming business entrepreneurial strategy and building human resources ability in mobile communication companies in Iraq. It has been proved that there is a statistical correlation and a moral effect for business entrepreneurial strategy in developing a model for intelligent companies indicating the importance of entrepreneurial strategy and its relation with all the other variables in those companies. The study presented an important conclusion indicating that the communication companies should pay great attention for the business entrepreneurial strategy as being an important tool to transfer skills and knowledge that enhance the processes of building human resource abilities and developing a model for intelligent organizations.
