Abstract
The present study aimed primarily at determining the impact of the strategic planning of the educated organization in the Karbala municipality’s holy directorate, as this study gains its importance because it sheds light on the aspects of strategic planning work within the Karbala municipality and the extent of its compatibility with its requirements. .
As the study started with a major problem that included a set of questions centered around the nature of the influential relationships between the studied variables, as the researcher adopted from the measurement of strategic planning four dimensions (mission, objectives, environmental analysis and strategic choice) based on the group of researchers’ opinions according to the matrix of Table (15) as for the dependent variable ( The learning organization) measured in five dimensions (personal perfection, mental models, shared vision, group learning and systemic thinking) based on (Singe, 1990: 4). The descriptive analytical approach was adopted as the basic method of study The questionnaire was used as a main tool in collecting the necessary information and data for the study. The research sample was represented by a group of affiliates in the holy Karbala municipality, which was searched, and their number reached (167) employees. The purpose is to analyze and treat the data statistically. The study adopted confirmatory factor analysis as a constructive test to measure the validity of the approved and exploratory factor analysis to explore and test the nature and accuracy of building study measures for each variable, and to test the normal distribution to know the parameters of the data, and an appropriate set of descriptive statistics measures (arithmetic mean, standard deviation, coefficient of variation, and relative importance The analytical statistical method (Pearson Simple Correlation Coefficient) and an appropriate set of descriptive measures and statistics represented (the arithmetic mean And StructuraI Eqyration Modeling to measure impact relationships, Path Analysis and use statistical programs such as
(Amos. v23)( Amos.24) (Spss.23) and (Spss.24) .
The study reached a set of conclusions, the most important of which are: The presence of a significant correlation and influence relationship between the study variables. The study came out with a set of recommendations related to its variables, the most prominent of which are: The researched organization should realize the role and importance of strategic planning in drawing its directions in order to achieve the goals of survival and growth in the field of public services provision, communication and information flow, and taking a decision to respond and face challenges in the long run to achieve the establishment of the foundations of the learning organization.
