The present study aim at testing the relation between behavioral complexity of strategic leader and the effectiveness of top management, in addition to measuring and identifying the dominating managements of some Iraqi universities represented by college councils . It also measures and tests the reflectiveness relationship between different variables of the study. To achieve this, the study adopted a number of solid research methodologies which are basically represented by the practical empirical method to test the relations and variables of the study so as to originate the concepts used. The model of the study is applied to the sample, represented by the universities of Karbala, Kufa , Babylon , Quadisiyah and Muthanna , The sample is composed of 468 person , representing Top management such as deans , dean assistants and department heads . The main tool of the study is a questionnaire which is designed according to international measurement specified to the study variables, represented by behavior complexity and the effectiveness of top management after adapting these measurements to the requirements of the Iraqi environment.
The data obtained from the questionnaire are analyzed by using some statistical tools to reach at the conclusions. Of these tools are standard deviation, T-test, simple correlation factor, the mean and correlation coefficient. The results of the study proved right the hypotheses set.
The study reached at some conclusions, the most important of which is there is significant effectiveness and correlation relationship between the study variables. The study also had a number of recommendations like: (Educational leaders need to adopt all complexity behavioral style of the leader through the strategic performance of a wide variety of leadership roles in order to achieve the multiple objectives of the College and to reach a better performance and highly effective compared to the traditional administrative methods).
