The study addressed identify the concept of empowerment and to clarify the dimensions involved (sharing of information, freedom and independence ,Replacing hierarchies by the self-work teams) and their impact on effectiveness of the Excellence performance and its dimensions included (tasks performance, the contextual performance, organizational citizenship behavior and Counterproductive Work Behavior) in the service sector. this study started from a problem expressed by a number of questions Targeted to answer in a diagnosis of the level of importance , its effect and the ability of using it at application environment. which consisted of intentional from the Supreme Administrative leaders and middle and operational sample in the Directorate – General for Education of Karbala and Karbala health directorate , the sample of study was determined by (133) person from both samples.
The study sought to achieve a set of objectives, including: determining the level of the organization perception to strategy of empowerment and Excellence performance and dimensions, and test the adoption of the organization to strategy of empowerment and Excellence performance.
The study used non parametric statistical tools in analyzing in information treatment and data treatment, including the mediator and the extent and , factor analysis, and the coefficient ranking Kendall coefficient alpha – Cronbach and test Man- Whitney The Mann-Whitney, by depending on statistical programs as (SPSS.V. 18) questionnaire, is the tool of measurement of the study And has pursued methodology of the research-based study and meta-analysis so the study is analytical and Exploratory and its importance will appear in that it will come out the conclusions supported by digital indicators, which is the statistical summary of the effort that shows the importance of each variable dimensions of the variables of the study .The results of the statistical analysis has created a differences between the most-dimensions in the Organization, reflecting a trend and recognizing different between the two samples and the study recommended the need to increase awareness of the organization of the importance of empowerment and the Excellence performance of a strategy to move to the possible organization keep pace with the development of civilization.
