Abstract

The research aims to study the role of government support programs, especially the ration card program, in reducing the phenomenon of poverty, as most economies, especially the Iraqi economy, exalt poverty as it is one of the problems that have serious effects and repercussions in society. The research relied on the descriptive analytical approach within the framework of economic theories and the standard quantitative approach based on econometrics by applying modern standard methods that are based on the autoregressive lag gaps  (ARDL) model methodology to measure and analyze the relationship between the support allocations directed to the ration card and the poverty rate for the years of study using the standard statistical analysis program (Eviews). The research problem is that government support programs are represented by the ration card program, which It aimed to achieve food security in Iraq and prevent the worsening phenomenon of poverty. It faced many challenges and various reform attempts. In order to understand this problem, the following question can be asked: What is the role of government support programs, represented by the ration card program, in reducing poverty in Iraq after 2003 in light of the challenges it faced? The program and the reforms that attempted to improve its work. The results of the analysis showed a decrease in the ration card support allocations in Iraq after the year (2003) for the period of the study (2004-2022). The research hypothesis was that the ration card program contributed to reducing the phenomenon of poverty within the limits of the size of the actual agreement on the program and within There are many limitations, including attempts to reform the program, the efficiency of its management, and the fairness of its outputs reaching those who are entitled to it. The most important The research conclusions were that there is a long-term inverse relationship between the allocations of the ration card and the number of those included in it and the poverty line in Iraq, and that the increase in the allocations of government support for the ration card leads to contributing to reducing poverty, especially income poverty (relative poverty, extreme poverty, absolute povertyitems
