Abstract: The main objective of this study is to shed light on the cognitive and philosophical aspects related to perceived organizational justice and the human resource capabilities. In the changing economic and political conditions of the country, which affected most sectors, the health sector, which plays a major role in protecting The community of diseases has to study individuals working in this vital sector because they have a great role in achieving this community security. On the other hand, the openness of the country to technology and development in the field of health has led to increased competition between the parties of this sector, which was reflected In order to achieve the objectives of the study, a hypothesis has been drawn up that defines the nature of the relationship between the independent variable and the perceived organizational and variable organizational justice capabilities of human resources, to stand or diagnose the strengths and weaknesses in the aspects of justice and their role in Strengthening human resources capacities. In order to test the hypotheses of the study, the study was applied to a sample of the workers in the presidency of the health of Babylon, in order to obtain the necessary information, the questionnaire and interviews were used. 217 questionnaires were distributed to a community of (500) individual s,Atotal of 200 questionnaires were returned form for analysis and study. The study relied on a number of statistical tools and methods, such as: standard deviation, arithmetic mean, ANOVA, coefficient of variation, and coefficient of selection using SPSS V.23 programs and Excel 2010 Amos. V.23. In the light of the results reached, a number of conclusions were found. The most important of these were: The procedures followed by the Presidency of the Health of Babylon and the decisions against individuals are fair and eguitable , which documented the work of individuals working for the justice of the Department’s promotions, allowances and wages. The study concluded with a set of recommendations concerning the variables of the study, the most important being the need for the presidency of the health of Babylon to enhance the performance of its work through distributive justice in the distribution of tasks and responsibilities among employees.
