ABSTRACT
The goal of the research is to determine the nature of the relationship between talent management and the development of human resources through two variables, one of which is independent talent management with its variables such as (talent recruitment, talent performance management, talent development, talent retention), the other is the development of human resources in government organizations, which is the local administration in the holy province of Karbala based on the descriptive analytical approach. Karbala province the importance of talent management and its impact on the development of human resources” and the importance of research in addressing the concept of talent management, which is a modern concept in human resources management and collected data related to the practical aspect of the search through resolution, which was designed with the guidance of ready standards that included the change of talent management by four dimensions (talent polarization (7) questions , talent performance management (7) questions and talent development (8) questions and retention of talent (9) questions while the second was the development of human resources (8) questions and was set Among the statistical methods for the purpose of analyzing the results related to (the statistical medium weighted, the standard deviation, the factor of vcrombach, the analysis of simple regression, and the simple correlation coefficient) and the use of the statistical program SPSS, the study concluded that there is a correlation and impact of talent management and its dimensions in the development of human resources, and the study provided a set of recommendations, most notably the development of technological programs and
equipment necessary for the development of human resources and their training to keep pace with the accelerating progress of administrative and technical methods .
