Abstract

     This research aims to investigate the role of the knowledge-economy in the performance of human resources for the education sector in Iraq for the period (2000-2004), based on the hypothesis that there is a relative impact of the knowledge-economy on the performance of human resources for the education sector in Iraq. The method of matching between the descriptive approach (theoretical inductive) and the deductive approach was used, in addition to the quantitative and standard method. The research was divided into three chapters. The first dealt with the theoretical and conceptual framework of the knowledge-economy and the performance of human resources for the education sector, while the second was devoted to analyzing the indicators of the knowledge-economy and human resources for the education sector in Iraq. The third chapter was devoted to measuring and analyzing the relationship between the knowledge-economy and the performance of human resources for the education sector in Iraq during the mentioned research period using a package of modern standard tools in the Eviews program. The most important thing that the research reached as a first model carried out by the researcher to estimate the relationship between the number of patents and spending on education (as independent variables) and the number of magazines (as a dependent variable) using the ARDL estimate is that the knowledge-economy has an impact on the performance of human resources for the education sector and relatively 66% where The knowledge economy represented by the number of (patents) and (spending on education) had a positive relationship with human resources performance (number of magazines) in accordance with economic theory, as (the relationship was positive between spending on education and human resources performance of the education sector in the long term), and the relationship was statistically significant with the presence of a long-term equilibrium relationship for the estimated relationship, while in the short term the relationship was directly and positive between human resources performance and the knowledge economy represented by the mentioned variables, and when conducting another estimate of the relationship between human resources performance (number of students per teacher) and the knowledge economy (number of patents), using the VAR estimate, the relationship was also positive and consistent with economic theory, with the presence of a long-term equilibrium relationship at a significance level (10%). In a third estimate conducted by the researcher between the knowledge economy and human resources performance (number of graduates), the relationship was positive between the knowledge economy and the number of graduates, but it was otherwise with spending on education, and the relationship was positive and statistically significant in the long term. The researcher recommended several recommendations, perhaps the most prominent of which is the necessity of raising the performance of workers in the education sector in Iraq using the knowledge economy and industry Software and investment in education, focusing on training and qualification in how to operate electronic equipment and devices, programs and various applications and their applications in educational institutions.
