Abstract
        The relationship between financial liberalization and financial development is one of the most recent and influential issues in economic policies in developing countries, including Iraq. Therefore, this research attempted to contribute to studying the impact of financial liberalization on financial development, relying on the theoretical and conceptual basis provided by the economic literature for research in light of the study of selected international experiences represented With the experiences of Turkey and Algeria, then trying to pay attention to the Iraqi experience in financial liberalization and its impact on financial development through descriptive analysis and building the Financial Liberation Index (FLI) for Iraq and measuring the relationship between the variables that represent the policy of financial liberalization and financial development using the (ARDL) model. Theoretical and empirical facts about the nature and direction of the impact of financial liberalization on financial development in developing countries, which contributes to developing the scientific basis for economic policies in this regard. The research consisted of three chapters, the first focusing on the concepts of the theoretical framework for financial development and financial liberalization and the relationship between them, and the second chapter dealt with the experience of Turkey and Algeria in financial liberalization and the analysis showed a congruence in some financial and economic indicators with the Iraqi reality. On the experience of Iraq, the research concluded that there is a short and long-term relationship to financial liberalization on some indicators of financial development, and with this relationship, the problems and obstacles that emerged through the research to benefit from financial liberalization in financial development must be overcome.
