Abstract:

The rapid volunteering of information and communication technology over the past two decades has resulted in the emergence of many applications, the most important of which is e-commerce, which is one of the most important pillars of the information economy and the digital economy, and the development in the Internet and in e-commerce applications was reflected in the exchange of goods and services and the conduct of business transactions between individuals in different countries of the world electronically instead of traditional exchange, allowing the existence of a correlation between electronic markets that have been established between countries, which has added a high characteristic within a competitive environment and growth  The rapid volume and spread of e-commerce has made it one of the most successful ways to achieve development and sustainable development to achieve the sustainability of e-commerce thanks to the services it gives to its users represented by setting up private enterprises and opening up areas of work for individuals and institutions, and increasing the volume of production and trade domestic and external, which reflects on raising the standard of living The research reviewed the concept of e-commerce and the role of the information and communications sector, which is one of the pillars of the information economy and its active role in the development of e-commerce, based on the hypothesis of the study adopted and its content” lies the hypothesis of the study that there is a relationship between the development of indicators of the information economy and the sustainability of e-commerce.” To prove the validity of this hypothesis or its incorrectness, the descriptive and analytical approach was based on the study in the theoretical aspect of it, and the goal of the research is to analyze the performance of the ICT sector in the environment of the economy of the sample countries and to identify the reality of e-commerce in the environment of the American, Emirati and Iraqi economies and the obstacles that prevent its spread and development in the Iraqi economy, and adopted comparative analysis based on statistical data of the indicators of the INFORMATION technology sector and e-commerce indicators,  The research concluded that e-commerce in Iraq was weak. Compared to the countries of the sample, which is the result of the weakness of some indicators of the information economy in Iraq, which is represented by the infrastructure of information and communication technology, as well as the existence of obstacles to the spread and development of e-commerce in Iraq, including security, finance, banking, technical, legal, regulatory, cultural and security, the research reached a number of recommendations that would raise the level of e-commerce in Iraq, taking it upon itself to develop the infrastructure of information technology and open the field, but investment in the said sector,  Providing a regulatory legal legislative environment, developing the skills of information technology workers, encouraging the use of a secure electronic payment system and benefiting from the experiences of developed countries.
