Dumping phenomenon and its impact on the production of the agricultural sector in Iraq

Abstract
The phenomenon of commodity dumping in Iraq after 2003 was exacerbated by the high rate of imports and the increase from year to year For various kinds of major commodities especially agricultural food And the absence of a trade policy that controls import operations And that neighboring countries are striving to pursue the export policy on a large scale to compete in the Iraqi domestic market Its objective is to weaken the economy by reducing commodity prices and exporting them to the region And gradually replace similar domestic materials and completely removed from the domestic market later, And then raise the price after the settlement of things in favor of goods exported to the region Causing many negative effects on the overall economic activities that are widely affected by this phenomenon, The presence of this phenomenon in this way makes the market a consumer market of neighboring countriesThreateningnationalsecurity,particularlyfood security The importance of the study comes from the subject of the effect of dumping the production of vegetables andmajor crops This will necessarily reflect the role of this phenomenon, which has had a negative impact on domestic production The problem of the study confirms that the production of the main vegetables after 2003  , As the phenomenon of commodity dumping has more negative effects than the benefits to consumers. The study aims to demonstrate the nature of the dumping practice of commodities by neighboring countries (Turkey and Iran) in particular, To identify the causes and economic effects (negative and positive) resulting from this practice, and based on the hypothesis that the effects of dumping goods in local production are characterized by the reverse relationship ie, the reverse effect of dumping commodity in the domestic production in Iraq, Commodities will have negative and positive effects on Iraq’s economy. The researcher used descriptive and quantitative analysis method to verify the hypothesis and reach its goal. The study ended with a number of conclusions and recommendations, the most important being the percentage of dumping in some major crops as well as the low contribution of agricultural output to GDP due to the random import policy and the failure to protect the product from the dumping of goods. The basic strategy and thus the rise of the phenomenon of dumping, And the most important recommendations, the need to establish specialized groups in the field of anti-dumping commodity in order to highlight the seriousness of this phenomenon on the future of Iraq’s economy and increase the proportion of customs taxes on imported vegetables in a manner that makes prices close to the prices of local vegetables and the establishment of refrigerators and stores to store surplus domestic production, The continued support of the state to farmers and productive farmers, as well as the encouragement of private agricultural activity and national agricultural companies to invest funds in national food security projects                         .
