     Abstract

The research aims to know the effect of enabling human resources in enhancing the work outputs of the Department of Unified National Card Affairs in the holy city of Karbala. The research problem was identified with a major question: What is the extent of the role of enabling human resources to influence the outputs of work in the research section? A hypothetical scheme was designed that reflects the researcher’s perceptions of the type of relationships between the independent variable, empowering human resources with its dimensions (availability of information, possession of knowledge, rewards, and authority), and the variable adopted with its dimensions (job satisfaction, organizational commitment, organizational citizenship behavior, and intention to leave work).

The research relied on the descriptive analytical approach in collecting, analyzing and interpreting its information, and the questionnaire was used as a main tool in collecting data and information from a sample of (182) employees from the research section, in addition to conducting personal interviews for a number of managers, officials and employees of those departments. A set of statistical methods were used that assisted in analyzing the research data and testing its hypotheses, which are (natural distribution test, confirmatory factor analysis, descriptive statistics, Pearson simple correlation, structural equation modeling, path analysis, determining factor (R2), test (T), relying on ready statistical software (SPSS. V. 23), (Amos, V 23), (Microsoft Excel, 2013).

The research reached a set of conclusions, the most important of which are: The research section sought to make mistakes and unfamiliar topics an opportunity to learn, which means that the department exploits work errors in trying to develop and develop the capabilities of employees. Based on these conclusions, the research presented a set of recommendations, the most prominent of which are: The relentless pursuit by the department of the research department to provide a flexible and effective communication system that gives employees the correct and accurate information, which contributes to raising the level of their performance efficiency, by providing an updated database.
