ABSTRACT
The current study aimed to test the mediating role of learning behaviors in the
relationship between ethical leadership and the workforce agility. As the main
problem of the study revolves around two issues. The first is related to the
intellectual debate of researchers about the nature of the relationship between the
variables within the intellectual level as well as the scientific differences between
them about what these variables are, and The second case is related to the great
pressure that the Karbala Health Department is subjected to in light of the Corona
pandemic, and the problem was summarized by a group of questions based on the
researcher perceptions, the most important of which was, is there a role that
learning behaviors play in explaining the relationship between ethical leadership
and the workforce agility? In order to achieve the objectives of the study, a
hypothesis diagram was designed that explains the nature of the relationship
between the variables of the current study, and a set of hypotheses has been built to
identify the level and nature of the relationships between the ethical leadership and
the learning behaviors and the workforce agility In Karbala Health Department, in
order to achieve the objectives of the study, the questionnaire was adopted as a
main tool for collecting data and information from a sample of (291) employees
working in the Karbala Health Department. The current study used the statistical
package (Amos. V.23, Spss. V.25) to arrive at the related results, and from the
most important of its statistics (Kolmogorov-Smirnov test, confirmatory factor
analysis, internal consistency stability) to test the reliability and reliability of the
standard deviation, and (the standard deviation scale). The answer, the ordinal
importance) of the statistical description, and (the simple correlation coefficient,
Pearson, the equation of the structural modeling in the (Amos v.23) program to test
the direct and indirect hypotheses between the study variables). The study reached
a set of conclusions, the most important of which was (that the variable of learning
behaviors completely mediates the relationship between the variable of ethical
leadership and the variable of workforce agility). Positivity in the field of work and
to achieve the workforce agility.

Key words: ethical leadership, learning behaviors, workforce agility,
