Supporting The Top Management Of The Regulatory Authorities And Its Role In Improving The Quality Of Project Implementation

Abstract

The goal of the research is to determine the role played by the support of top management of the regulators in improving the quality of the implementation of projects, by studying the impact of supporting senior management according to its dimensions (provision of resources, structural arrangements, communications, experience, power and authority) to the regulators by improving the quality of the implementation of projects, by its dimensions (design quality (specifications), quality of the process, quality of the organization).

Because of the importance of the research, as it discusses two very important topics, namely (support for top management of the supervisory authorities) and (improving the quality of project implementation), a hypothetical scheme was developed that defines the nature of the relationship between the two variables, and in order to reveal the nature of the relationship, several hypotheses were formulated that were statistically tested.

The research community consisted of the Baghdad Provincial Council / Baghdad Governorate, and in order to collect data, a questionnaire for variables was developed. (120) questionnaires were distributed to workers in the Baghdad Provincial Council / Baghdad Governorate, and (101), i.e. 84%, were recovered. The researcher relied on a set of statistical methods for the purpose of reaching scientific results related to them, and among the most important of these methods are (weighted arithmetic mean, standard deviation, Cronbach alpha coefficient, correlation coefficient, simple linear regression analysis, and the T-Test Sample – One) using SPSS Statistical Program V.25.

The most important results of the research were that the dimensions of senior management support have a strong correlation and a positive impact in improving the quality of project implementation in the Baghdad Provincial Council / and Baghdad Governorate, and this effect is caused by all variables except for the variable of structural arrangements, which was not statistically significant. It also showed that the more senior management supports the regulatory authorities, the higher the quality of project implementation.

The current research came up with a series of recommendations, most notably (the need for top management to pay attention to periodic oversight reports related to the activities of its projects with implementers, and to support them by all means and methods, particularly with regard to the observations and recommendations contained in the supervisory reports, as well as to show the level of their contribution and participation with oversight throughout the duration of the implementation of the projects).
