Abstract

The research and development is an important factor in economic growth and many countries are seeking to invest in it, in order to achieve a lasting source of growth and these investments turn support resource another, a creative and skilled talent, or what is called (human capital), and in fact there is a growing awareness worldwide That the knowledge-based economy is now providing new opportunities for growth resulting from accelerated, technological development,  It is the result of the emergence of a new form of global economic development based mainly on the concept of knowledge-based economy based on the production, acquisition, dissemination and optimal use of knowledge through the role played by knowledge in determining the nature of the economy and its activities and in identifying the means, methods and techniques used in These activities are in their expansion, in what they produce, in the needs and services they provide, and in the extent of their benefits and benefits for individuals and society. Some countries have progressed in the development of this new driving force for growth, the support (3-5%) of the GDP. These countries, thanks to this new economic growth force, were able to make significant strides in the development process. The productivity of all production components increased. There is a mutual effect between the support provided for research And development and economic growth, each supporting the other in the positive direction, which led to the intensification of the volume of international competition based on product quality and low cost and prices, and research and development role in the distinction of countries in the field of economic competition and the power of creation of markets that did not exist previously, These states have a window to be considered The production of the surplus exceeds the needs of the local market at a time when developed and developing countries continue to pay attention to this activity, thus widening the gap between the role of this activity and its positive effects between one country and another and clarifying the gap and determining the strengths and weaknesses. Bright for this activity, although it is difficult to get some data and indicators for this important activity in Iraq, but we can draw a future picture of the possibilities for the advancement of this activity and its vital role and important for the economy and society.
