This research discussed an important practice of contemporary management practices, which is the concept of employees empowerment in its dimensions represented by (opportunities, information, support, resources), which means providing the opportunity for employees to participate in making decisions related to their jobs and organization must provide the necessary information, resources and support, The research also explores the relationship of employee empowerment and its impact on the Total Quality Culture and its dimensions, which include (support innovation, support beneficiary satisfaction, support a sense of belonging), means the extent to which employees’ Knowledge about principles and fundamentals of TQM and the effect of that knowledge on the behavior of employees in a way that enhances the application of those principles at work and Motivate them to innovation and continuous improvement and increase their sense of belonging to achieve customer satisfaction. The research aims to analyze the role of Employees Empowerment in spreading the Total Quality Culture  and determining the level of their awareness of the importance and type of relationship between the dimensions of the study variables. The research problem start from the lack of interest of the researched organization in Employees Empowerment and spreading the culture of Total Quality scientifically, as well as exploring the type of relationship between the two variables. The research presented a theoretical framework for the two variables of the research based on what theorists presented in this field and presented an analytical framework for the opinions of a sample of Employees in the Maysan Governorate divan , amounting to (98) respondents. The questionnaire was used as a basic measurement tool to collect the data that were used to test the research hypotheses regarding the existence of a correlation and influence between the two research variables. And the researcher reached a set of conclusions, the most prominent of which was the presence of interest and a good level of awareness of the dimensions
