The Role of Total Quality Management Practices in Enhancing Organizational Citizenship Behavior: An Applied Study at the Diwaniyah Prisoners Directorate

This research investigates the impact of Total Quality Management (TQM) practices on enhancing Organizational Citizenship Behavior (OCB) among employees of the Diwaniyah Prisoners Directorate. Based on the vital role played by modern administrative concepts in developing service institutions, this topic was selected to highlight how quality practices can be utilized to elevate job behavior within the public sector.

​The research problem addresses the empirical need to diagnose the extent to which TQM dimensions (Continuous Improvement, Employee Participation, Customer Focus, Top Management Support, and Strategic Planning) contribute to enhancing OCB dimensions (Altruism, Courtesy, Conscientiousness, Sportsmanship, and Civic Virtue) in a challenging work environment. The significance of this research lies in linking the administrative philosophy of quality with voluntary behavioral aspects to bridge the cognitive and applied gap in this field. The study aimed to test the nature of the relationship and impact between variables and to identify the most effective dimensions.

​The research field and population were determined as the Diwaniyah Prisoners Directorate, where the study was applied to a comprehensive population of (120) employees covering all administrative levels. The study adopted the descriptive-analytical approach due to its suitability for the nature of the variables. A questionnaire was used as the primary data collection tool, and appropriate statistical methods were employed using the (SPSS) package, specifically Simple Linear Regression and Pearson Correlation Coefficient.

​The study reached several conclusions, most notably: the existence of a positive significant impact of TQM practices on enhancing Organizational Citizenship Behavior, with the “Continuous Improvement” dimension being the most influential. Based on these findings, a set of recommendations was presented, most importantly: the necessity of adopting an integrative quality strategy that is not limited to technical procedures but extends to include the behavioral dimension, and focusing on continuous training programs to enhance the culture of altruism and voluntary work among employees..
