Abstract
The changes that the world witnessed and the increase in competition between organizations forced them to attract creative individuals and people with intellectual capabilities in order to produce goods and services that meet the market requirements more efficiently and effectively than competitors.

This study came to test and analyze the relationship of the components of intellectual capital and its effect on the quality of using information systems. This research has dealt with studying the two variables (intellectual capital and quality of information systems) in theoretical and practical terms. The theoretical side addressed the study of the most important dimensions of the variables of intellectual capital and the quality and importance of information systems within the plans and work of strategic organizations.

The practical aspect included preparing a questionnaire for the employees of the High Commission for Hajj and Umrah and its offices located in Baghdad. The study included a sample of (65) male and female employees, with (77%) males and (23%) females. Most of the samples were holders of a bachelor’s degree, with a percentage of (70%), and with job experience of no less than 15 years.

The study also included statistical analysis of the subject variables using statistical measures (the arithmetic mean, standard deviation, coefficient of variation, percentage, correlation coefficient, simple regression coefficient, Cronbach’s alpha coefficient) to present the results of the questionnaire analysis. The researcher has reached a set of conclusions, the most important of which are (intellectual capital constitutes a basic starting point for both the management of intellectual capital and the quality of the use of information systems and increasing its effectiveness), and a number of recommendations, the most important of which are (the authority to make comprehensive changes in the authority to adopt the concept of intellectual capital management and move towards investing in the intellectual capital of its staff and building a detailed information base about them with the aim of improving overall performance and improving services).
