This research aims to diagnose the reality of total quality management in the construction laboratories of the Center for Engineering Studies and Designs in the Middle Euphrates and Baghdad, and to identify the gap between the work of the construction laboratories currently and the total quality management system represented by its five dimensions through the application of the standard (ISO) 17025 for the year 2017, and for the purpose of reaching Results, the researcher tried to rely on the contributions of researchers and specialists and the solid studies that searched in this field, as the research sample included (65) engineers working in construction laboratories, The sample was distributed to four governorates (Baghdad – Karbala – Najaf – Babylon) as a research community. The research had two main axes, the first axis represented by total quality management with its five dimensions, and the second axis was about construction laboratories represented by the application of specification 17025. In this study two statistical methods used in analyzing and diagnosing the depth of the gap. Between reality and the variable of total quality and the application of standard (ISO) 17025 of 2017,000 The first method was using (check list) checklists, where weaknesses and strengths, gap size, and matching percentage were diagnosed from the information and data obtained from the research sample, while the second method was using statistical control boards (X-chart), as the results showed that Construction laboratories The research sample is within the limits of statistical control, despite the existence of gaps in the work, and accordingly, the research reached the conclusion that there is a cognitive scattering between the quality of work and the total quality management system in the application of standard 17025, As for the recommendations, the researcher reached them through the results and conclusions, the most prominent of which was the dissemination and definition of the nature of total quality management as an integrated system for the management of the construction laboratories in question, and the dissemination of the thought and culture of differentiating between the concept of quality of work and the thought of quality management systems and motivating the adoption of this philosophy in the management of construction laboratories in the Center for Studies and engineering designs.
