Local administrative leaderships and their role in the application total quality management

The current research aims to know the nature of the relationship between the study variables and to give an intellectual background on the study variables, and with the difference of writers and researchers, the research community is represented in the administrative leaders as decision-makers. As for the research sample, it was represented by directors of service departments, directors of sub-districts, and Administrative unit manager in the districts and suburbs of Karbala Governorate, in addition to the advisors of the governor. The sample size includes (40) individuals. The research was based on the descriptive and analytical approach, where data were collected in the field through a questionnaire that was built to suit the research variables. Higher education, continuous improvement, training, focus on the customer, focus on operations, participation and empowerment of employees). The data was analyzed using the (SPSS) program, the Statistical Package for Social Sciences program, and the Amos statistical analysis program. The research reached a set of results from the most important to the existence of a relationship A positive and significant correlation at the level of 0.01 between the local administrative leadership and TQM, and the free leadership style ranked first in terms of its association and impact with TQM. The research also reached a set of recommendations, the most prominent of which is the need to direct the leaders’ attention in the research sample to the dimension of empowerment and participation of workers in decision-making processes and attention to recommendations and proposals that they present to solve work problems
