A Faculty Member from the College of Administration and Economics at the University of Karbala Participates in Preparing the National Human Development Report on Citizenship and Formulating a New Social Contract

Professor Dr. Sultan Jasim Sultan, a faculty member at the College of Administration and Economics, University of Karbala, participated in the preparation of the National Human Development Report entitled “Citizenship and the Formulation of a New Social Contract,” which is considered one of the most important national reports aimed at supporting development pathways in Iraq.

The report aims to provide up-to-date and accurate statistical evidence on human development indicators and dimensions at both the national and governorate levels. This helps in assessing the development reality, identifying strengths and weaknesses, and determining areas of progress or decline in a rigorous scientific manner. It also highlights the importance of a new social contract in developing human capacities, expanding civic space, and achieving a balance between the roles of the state, the market, and society, thereby contributing to building a cohesive society and achieving sustainable development.

The report was prepared by a group of researchers and experts from various Iraqi universities, under the direct supervision of the Iraqi Ministry of Planning, with the participation of a specialized statistical team and delegated experts, in addition to technical follow-up by the United Nations Development Programme (UNDP) and the International Human Development Team.

This effort represents an important step toward providing a national document based on robust data that decision-makers can rely on in formulating and implementing development policies and improving the state of human development in Iraq
